The question every platform should be asking
How do we give users age-appropriate experiences every day, on every device?
The age assurance industry is in Version 1. Regulation has only started coming into force in recent years, so there are huge opportunities for innovation.
Currently, we assume that if we verify a user’s age once, then we are done.
One check, in one moment to come to one decision. Then the door stays open, that’s it.
A single age check is a snapshot. It captures a moment in time but the internet does not work in snapshots. Users share accounts. Credentials get passed around. A child who was not using a device yesterday might be using it today. Context shifts constantly, and a check that happened three weeks ago becomes quickly stale.
So the real question is not “did this person pass an age check?” It is “are we still confident they are who we think they are?”
That is a fundamentally different question, and most platforms are not asking it.
Trust is not a switch you flip
I spent years as a CISO, and one thing you learn quickly in cybersecurity is that trust is not binary. You do not verify someone once and grant them permanent access to everything. That would be pretty absurd. You monitor, you reassess, you respond to changes.
The same logic must apply to age assurance.
When someone passes an age verification check, a few things can happen afterwards that quietly erode the value of that check. The account gets shared with a younger sibling. The device gets handed to a child. The user’s behaviour shifts in ways that suggest the person behind the screen is not the person who originally verified. None of these are edge cases. They are everyday realities, especially in households with children.
A one-off check does not account for any of this. It creates, what I call, a false floor of certainty. Everyone feels safe, but the foundations are not actually there.
What continuous assurance actually means
Continuous assurance is not about surveilling users. It is not about tracking identity. And it is absolutely not about assembling long-term personal dossiers about what people do online. That fundamentally goes against our values at Neon Guard.
It is about maintaining confidence over time.
Instead of a single yes-or-no gate, continuous assurance works by assessing anonymous signals on an ongoing basis. Think of it less like a passport check at the border and more like a check-in every now and then.
In practice, this means systems can monitor real-time anonymous indicators over time without ever needing to know who the user is. The signals are non-invasive. They are difficult to fake at scale. And they are privacy-preserving by design.
The confidence level goes up when signals are consistent. It adjusts when something shifts. No personal data is collected. No identity is revealed.

Why this matters for platforms
For platforms, continuous assurance changes the game in a few important ways.
First, it means more accurate risk detection. Rather than relying on a single gate that decays in value from the moment it is passed, platforms get an ongoing read on whether their confidence in a user’s age still holds.
Second, it reduces the need for heavy, invasive onboarding checks. If you know you can maintain confidence over time, you do not need to front-load all of your assurance into one painful verification step.
Third, it allows for graduated responses. Instead of a binary allow-or-deny, platforms can adjust access proportionately. A slight dip in confidence does not need the same response as a significant one.
Why this matters for users
For users, and especially for parents, this is about proportionality.
Less friction at the front door. Fewer invasive checks. And when something does need to happen, it is measured and fair rather than heavy-handed.
Most importantly, it creates systems that feel transparent. People can see that safety is ongoing rather than something that happened once and was then forgotten about.
The future is not binary
The future of online safety is not about verified versus unverified. It is not about adult versus child, trusted versus untrusted. Those categories are too blunt for a digital world that is constantly shifting.
The future is probabilistic. It is dynamic and it is context-aware.
And it starts with accepting something that should be quite obvious: a one-off check was never going to be enough. Safety needs to be monitored continuously, not assumed permanently.
